Baron Togi was a military scientist for Imperial Japan during World War II. Around 1942, he developed a cytoplasmic defoliant with the goal of destroying Allied crops and forests to undermine their supply lines. Togi’s plan unfolded in India, but Captain America and Bucky investigated the devastation and traced it back to the Baron’s lab. After a brief struggle, the heroes destroyed Togi’s equipment and foiled his operation. Togi was killed in the ensuing chaos, marking the end of his campaign.
