Doctor Yokotio was an inventor for the Imperial Japanese Army during World War II, infamous for designing the Sea Dragon—a massive submarine made to resemble a sea monster for attacks against American ships. When the Sea Dragon attacked an American convoy that included Captain America and Bucky, the vessel swallowed Bucky whole, prompting Cap to pursue in disguise. Inside, Cap exposed the true nature of the Sea Dragon, and a fierce fight broke out. In the chaos, Yokotio panicked and accidentally triggered the sub’s diving mechanism, flooding the interior. While Captain America and Bucky escaped, Yokotio and his men were trapped; the submarine was crushed by ocean pressure and exploded, killing all aboard. Doctor Yokotio’s only appearance was in Captain America Comics #43 (October 1944), where he stood as a symbol of fantastic wartime weaponry and villainy.
