Sandai was a spy working for Imperial Japan during World War II. In the summer of 1942, he learned that an American scientist had developed an atom smasher ray, so Sandai had his spies kidnap the scientist and his daughter. Their efforts were foiled by the Blue Blade, who rescued the captives and destroyed the spies' private yacht using the atom smasher. It is left unrevealed whether Sandai perished in the yacht’s destruction or managed to escape, but he never reappeared in Marvel’s Golden Age comics.
