The Symbol of Doom was not a single individual, but a network of identical agents working for Imperial Japan during World War II. Near the end of 1943, these agents appeared at critical American defense locations, crying doom to the United States before detonating themselves and their targets with explosives. Their coordinated suicide attacks led to panic, as Americans believed a single unstoppable man was responsible.

In one incident, an agent blew up a train bridge, killing an entire crew except for Steve Rogers and James Barnes, who began investigating as Captain America and Bucky. Tracking Japanese operatives to a hideout in a copper mine, they were trapped, captured, and taken aboard an enemy plane as agents parachuted across the nation. The heroes escaped, triggered an explosive, parachuted free, and killed the remaining operatives in the explosion.

Each Symbol of Doom agent wore a chest-mounted explosive device used in the attacks.
