Togo Ku was a spy for Imperial Japan during World War II, operating out of Washington, D.C. He attempted to steal a disintegration invention from Dan White to advance Japan’s war effort but was ultimately caught by Wonder Woman and the Holliday Girls. Togo Ku had expertise in aviation and espionage. His story is rooted in Golden Age comics, and he made several appearances in the early 1940s.
