Zoe Ishihara was excommunicated from the Tokyo Thieves Guild when she saved her brother Shirow Ishihara from being exploited. She then joined the New Orleans Thieves Guild.
When the Thieves Guild merged with the Assassins Guild, Zoe became a member of the Unified Guilds of New Orleans.
